what is the working clearane on a 4160 volt capacitor bank cabnit, also what is the distance from a fence surranding a transformer yard to the structure supporting an air switch THANKS

Depends on voltage. 13.8 kV would be 9'0" assuming you are talking about horizontal clearnce from a live part (NESC). Usually, the switch pole to fence distance is determined more by access requirements for getting a bucket truck into position to work on the switch.

29CFR1910.303 Table S-2 Minimum Depth of Clear Working Space in Front of Electric Equipment 2,501 to 9,000 nominal volts to ground says 4' for no live or grounded parts on other side, 5' with grounded parts on other side, and 6' from exposed live parts on both sides (more details in text). There is an equivalant table in 29CFR1926 subpart K.
