110.26(B) Clear Spaces. ?Working space required by this section shall not be used for storage.?
It is arguable as to whether a roll-away table would constitute ?storage,? but I would try to get the table moved elsewhere. By the way, I am guessing you did not mean ?service? disconnect, but rather a disconnect for a specific component. That might not change the code interpretation, but it might. If there is no reason to ever expect that the disconnect would require ?examination, adjustment, servicing, or maintenance while energized,? then the working clearances would not apply.

If it's in front of disc. it's violation
I see no exceptions over it having wheels.
How about liability if in emergancy it cant be reached fast?

Ask 4 engineers a question and you will get 5 different answers. So, here is mine.
Art 110.26 deals with access to electrical equipment.
Art 110.26(A) is only applicable for servicing/maintenance of energized parts.
Art 110.26(F) requires dedicated space around all electrical disconnects, panels, and switchgear. But there is an exception for equipment that controls machinery.
If the subject disconnect is non-fused or primarily used for Lock Out/Tag Out (control of operating equipment) then the exception to 110.26(F) is applicable and the exact amount of "accessibility" is not defined by the NEC. However, if the disconnect contains fuses that would be replaced with "live" line side lugs then 110.26(A) is applicable.
