Clearances without neutral

I have two 480 volt electrical panels facing each other, meeting Condition 3 in table 110.26(A)(1). However, the panels are 3 phase, 3 wire, so there is no neutral / 277 volts. Am I considered having a 'nominal voltage to ground', since I don't have a neutral? I'm assuming I still have to meet Condition 3, and have 4 feet in between the panels?
