The requirements for working space clearance is 110.26.

(edit) P.S. you might want to check the conditions in 110.26 because they might effect the clearance distances.

36 inches would only be right if the surface on the other side of that 36 inches is neither live (i.e., another electrical component with a door that opens to expose live parts) nor grounded (i.e., not a concrete wall). In most cases, the other side is a concrete wall or other surface that is essentially equivalent to "ground." In that case, you need 42 inches of working clearance.

36" is correct of condition 1 (Exposed live parts on one side of the working space and no live or grounded parts on the other side of the working space, or exposed live parts on both sides of the working space that are effectively guarded by insulating materials.)

Condition 2 requires 42" for nominal voltages to ground of 151-600 (Exposed live parts on one side of the working space and grounded parts on the other side of the working space. Concrete, brick, or tile walls shall be considered as grounded.)

Condition 3 requires 48" for nominal voltages to ground of 151-600 (Exposed live parts on both sides of the working space.)

Also take a look at 110.26 (A) Working Space. Working space for equipment operating at 600 volts, nominal, or less to ground and likely to require examination, adjustment, servicing, or maintenance while energized shall comply with the dimensions of 110.26(A)(1),(A)(2), and (A)(3) or as required or permitted elsewhere in this code.

I guess that the next logical question is where do you measure the 36", 42" or 48" from? The live part, or the front of the enclosure?

Front of the enclosure, if there is an enclosure. If the live parts are not enclosed, you measure from the live parts, but do it very carefully. ;)
