If a closet in a basement has no shelves in it, is it considered a closet at that point?

This is for light placement in the "room/closet".

Also, what if instead of a hanging rod, you just put in shelves (floor to ceiling). Could you justify putting an incadescent within 12" of the virtual shelf area?

Yes...you already called it a closet and thats what its called on the plan.

No. I think shelves are more danger.

The NEC only addresses CLOTHES CLOSETS.

That is why I was asking.

Just to be fair, the NEC referes to a "clothes" closet. There are however just "closets".

IRC 2003 SECTION R202 DEFINITIONS
CLOSET. A small room or chamber used for storage.

If this is indeeed a closet, then I believe these are the code references.

410.5 Luminaires (Fixtures) Near Combustible Material.
Luminaires (fixtures) shall be constructed, installed, or equipped with shades or guards so that combustible material is not subjected to temperatures in excess of 90?C (194?F).

110.3 (A)(5)Heating effects under normal conditions of use and also under abnormal conditions likely to arise in service.
