Closet light "identified for this use"?

2008 NEC 410.16(C)(5) for closets states - "Surface-mounted fluorescent or LED luminaires shall be permitted to be installed within the storage space where identified for this use." I have an electrician on one of my jobs saying we can only specify luminaires that are specifically approved for closet use. Is this what the code indicates? If so, who is issuing closet approved luminaire ratings?
 
He needs to read it again. 410.16(C)(5) says "within the storage space". All of the other locations for fixtures in a clothes closet are measured from the edge of the storage space.
