410.8 tells us we may install a recessed fixture with a completely enclosed incandescent lamp 6" from the nearest point of storage. It also says if the fixture is surface mounted, the distance increases to 12".

Halo makes a trim which completely encloses the lamp, but it protrudes down out of the ceiling. Would a recessed fixture using this trim still qualify for the 6" rule?
 
At first glance I would call for 12." But, by definition it is a recessed and therefore only calls for 6." If there was a determing factor i would say it is the location of the lamp within the luminaire. With a protruding lens it might actually be even safer because the lens is that much further away from the heat of the lamp.
