I'd sit down and get real comfy with 410.8, look at the diagram, get a rock-solid footing about it.
The shower trim just gets you legally into the closet, it doesn't get you legally over the shelves.

If you're 6" off the shelf, a recessed can is perfectly legal. If he doesn't like it, show him the code and ask to see the local code that overrides it.
