In Article 410.2 the definition says floor to height of 6ft or to the highest rod. My question is if the cieling is 8ft can you have a open recessed incandescent light ( can light ). 410.16 (B) says open or partially enclosed lamps not permitted but does not mention any height requirement.

410.16 is giving permitted and not-permitted luminaires for closets, not storage space. Look at Article 100 for the definition, not 410.2.

If this is a clothes closet you cannot have an open bulb incandescent anywhere in the space.
