Resi service rewire..customer has panel in corner of basement. He built a box around it essentially making a wood enclosure with removable door attached with magnets. Inside dimensions are 20" wide by 12" deep. Full access to panel and breakers is in inhibited once "door" is removed door is 1/4" luan so no weight.
Is this considered a closet?

I would not bother worrying about it being a closet or not it sounds like it has some working space violations. See 110.26

Minimum 30" wide from floor to 6'-6" high or the height of the panel whichever it more.

Clothes Closet. A non-habitable room or space intended
primarily for storage of garments and apparel.
