Clusters apartment fed from SWBD and 250.32(A), 225.30

This post is different then post Meter Stack feeding different bldg unit Panel post. This is about the fused disconnect grounding and bonding, multiple feeders fed from SWBD B while previous post was about individual unit panel from meter stack. Wanted to create another post to avoid confusion.

Please see attached sketches Floor Plan one of sketches show Cluster #1 apartments which are made of individual bldgs A,B, C etc connected from outside but not connected from inside as shown on attached one of the sketches called Typical Cluster Apartment. Each cluster bldg has multiple dwelling units each floor.

The Floor Plan attached sketches show that utility xfmr feeding SWBD B outside. SWBD B has four feeder breakers which feed Cluster #1 two electric rooms and separate Cluster #2 two electric rooms fused disconnects respectively thru 4 feeders. The fused disconnects then feeds meter stack.

The Electrical A,B, C or D in One of the Bldg shows the fused disconnects and meter stack.

Questions:

1. The SWBD B has main service grounding electrode system is 92 feet away from each cluster and feeds two separate clusters #1 and #2. The two fused disconnects in each cluster electric rooms bldg would have to have another grounding electrode system per NEC 2014 section 250.32(A) or 250.32(A) does not apply and no grounding electrode system is necessary?

2. The floor plan shows four feeders from SWBD which is located 92 feet from cluster #1 two feeders go to one electric room and the other two go to different electric room Cluster #1. One structure Cluster #1 is fed by multiple feeders. Does NEC 2014 Section 225.30 apply and need to be feed by one feeder or it does not apply?

250.32 would apply.
225.30 would apply but a determination would need to be made if any firewalls are present that would make then individaul units separate buildings.
