Coax melting

Coax is melting under under the panel where it's connected and grounded to the panel grounding to the house is good but the coax is melted three times.

Bad service neutral. The coax shield is being forced to share neutral current.

It's not from poor grounding. Those are two different things.

You've got current flow on the coax shield. Could be bad neutral somewhere and the neutral current is finding a path on the coax shield.

There are other possibilities.

The bad neutral could be on another property, with neutral current from the other property finding its way to a the property in question where a good neutral is present.

The coax could be carrying return current from a piece of equipment on the same property.

(Very unlikely) The coax could be acting as an antenna and picking up RF from some nearby source.

Coaxial isolators are available which pass signals but block low frequency current on either center or shield conductor.
