code compliance work and TP receptacles

We do code complinace work with a house flipper company and have just started our first one under a 2008 code permit.
The house is a train wreak to say something nice about it. There are many notables of handymans fingers put into the mix of the wiring of this house.
At any rate-
We are changing out all the outlets and switches. All the outlets have been previously changed out to three prong outlets, but they are all painted and busted up. Only two in the whole house are ringing in grounded.
So while replacing...
Do I -
1- Change out to ungrounded receptacles as needed?
2- Change out to TP receptacles and use TP GFCI's and/or GFCI breakers as needed?
 
If this house was wired without a grounding conductor, you are permitted to use non-grounding receptacles or GFCI protected ones. However, if this house is as bad as you say, why wouldn't you completely rewire it? This may be a time to take a trip to the city hall to see what the local rules are for a remodel. :)
 
Already going the route of seeing what the inspectors want to see.
Was hoping to hear some other guys opinions about code compliance type work.
We fondly call it junk trunkin' cause basically you make a small dent into a large problem.. But the people we do it for pay their bills on time, so hey, what the heck, right?
