Code Compliant?

An electrical contractor just finished with a remodel at one of our commercial buildings, I cited a code violation where the contractor failed to use locknuts on a 3" nipple that goes between two panels. The project manager is asking me, on their behalf, if they can use a UL Listed Split Bushing with a Grounding Lug by Bridgeport. My stance is that while this is a UL Listed product, it is not a replacement for the locknuts, and the mechanical strength and bonding that they provide. Input please?
 
IMO, no it is not compliant because it needs the interior lock nut. The grounding bushing may or may not be listed as a lock nut. ( I will look up my UL book)

A lock nut on the inside is not required when a bushing is used that is not entirely plastic.
