I'm from mass, and I have a question on which code cycle do you use.
If I pull an electrical permit in December of 2013 for a bathroom remodel and the rough and final inspections are going to be in 2014, will the inspector follow the 2011-2013 codes or 2014-2016 codes, thanks for your help, mike

The code cycle that is current at the time of the permit is the cycle you would use. In your case the 2011NEC

All electrical permits pulled before January 1 2014 at 0000 EST are subject to the 2011 NEC with the 2011 Massachusetts amendments,Any permit pulled on or after that time will be on the 2014 NEC with the 2014 MEC.So your final inspections will be fine , so pull your permits now!:)
 
What Dennis said. When we change which code we follow 2005 to 2008 for example the effective date is always on Saturday. So Fridays permit 2005 NEC and Mondays permit 2008 NEC.
 
In Florida it's the date of application, not the date of issuance. Can't speak for other states though.
