If you are looking at NY state it varies from county to county. Dutchess county just started requiring a license but I don't know what code cycle. Best to call the area you are interested in

I hope this is what you were looking for. I found it a while back when trying to find out what cycle of the nec florida had adopted. As it turns out, as the other folks who posted here said, florida pretty much does the same. It seems to boil down to simply AHJ... sigh...

I am not sure if you are interested in NY or other states.
In NY, there are the State Codes first, such as:
1 &2 family dwellings, we reference the NYS Residential Code, and the 2002 NEC.

For 3 family, and other than 1 & 2 family, there are a myriad of documents, and the 2005 NEC. The map shown at NFPA is not completely accurate.

So, if you are looking elsewhere, I would call to find out which code cycle the jurisdiction you are concerned about is referencing.
