Code date: Fluorescent fixtures in closets

In what year did the NEC begin to require installing fluoresent fixtures in closets rather than incandesant fixtures?
The chief code inspector in our fair city states that it goes back to the 60s - I don't think so. It's more than a pis_ing contest here; a four plex owner I am representing has been told by a hearing judge that his unit must meet 1960s safety requirements. The inspector is requiring all closet lights to be changed out.

Doesn't sound like an NEC rule, but more like a local ordinance, although very doubtful. To be more on the money, it sounds like the inspector's rule. I had an inspector tell me once "only two duplex receptacles permitted on the countertop small appliance circuits". Usually these guys roll over and play dead when you ask for the written citation.

That won't help, if a judge has already made a decision on the subject.

I'm afraid that I don't have a code book that dates back that far. Anyone else have old copies?

There is no such requirement, however, there are clearance restrictions with all lighting in a closet storage space: 410.8

I did a quick search for a 1960 NEC and got nada back.

You do realize that the present day code does not require that light fixtures in closet be fluorescent. Today we still use incandescent fixtures in the closet. They must, of course, meet a different clearance rule than fluorescent.

I am confused by this ruling. If say in 1960 the code required fluorescent fixtures in closets ( I don't believe it did) and todays code has no such requirement, are you still being asked to wire it to 1960 code? If that is the case you better take out any GFCI recep. or any smoke detectors because they weren't required either.

Is your state still using the 1960 NEC???? I doubt it, but I thought I'd ask
