According to Article 210-12 are lighting outlets required to be protected or just receptacle outlets?
(B) Dwelling Units. All 120-volt, single phase, 15- and 20-ampere branch circuits supplying outlets installed in dwelling unit family rooms, dining rooms, living rooms, parlors, libraries, dens, bedrooms, sunrooms, recreation rooms, closets, hallways, or similar rooms or areas shall be protected by a listed arc-fault circuit interrupter, combination-type, installed to provide protection of the branch circuit.
Just for the sake of discussion, if a jurisdiction were still enforcing the 99 NEC wouldn't the arc fault requirement be in effect for bedrooms due to the last sentence of 210-12(B)?

I think by Pete referencing the 1999 requirement that is exactly what he said.In the 99 NEC 210-12 (b) says "all branch circuits that supply 15- and 20-ampere receptacle outlets (not all outlets in bedrooms). :roll:
