Is there a code that requires a component exiting an electrical enclosure have a circuit breaker. The component is a bar code reader. The only protection it has right now is the circuit breaker located on the secondary of the 24VDC power supply.

The answer to your actual question is almost certainly "No".

However, I suspect there is more to the question than is being presented.
 
One question that needs to be answered is whether the breaker adequately protects the power wires to the bar code reader.
A second question is whether the wires are field wiring or part of a factory or shop assembly.
