Code for NOT connecting ground wires

I must be having Monday morning brain freeze. I have a vague recollection that there used to be a Code section that prohibited connecting a wire to the ground screw on a device, if the wire wasn't connected as a proper EGC. Does this sound familiar to anyone? I can't find it in the current code. I think the wording was something like, "No connection shall be made ..."

I know this is an odd question, I was just hoping it would jog someone's memory, since mine isn't working.

406.3(D)(3). It only applies to situations when replacing a non grounding receptacle with a grounding receptacle and no equipment ground exists.

If you have and equipment grounding conductor between multiple receptacles but no actual equipment ground source you do not want to connect the conductors between the receptacles. A fault on one will energize all the others.
 
Thanks much to all. I don't know why I couldn't find it this morning. Maybe lack of coffee. I was sure it was in the receptacles section but just couldn't lock my eyes on it.
