Code for Voltage labeling in a cabinet

I recently worked on a project where the client had a 4160v chiller with 480 and 120 in the same cabinet. When the 4160 was taken out of service the remaining connections were still hot with no label or identification since they were fed from another source. What is the NEC code listing for this.

Nec 2011 shows your references to be regarding apartments! Am I in the wrong book? My reference to a cabinet may be wrong. The issue is inside the control panel to a 4160 Chiller.
