Are fittings / lockouts not required in this set up?

The reason there are no fittings or EBs is to make you think as you are used to using them, and they are not needed. this is an open bottom handhole which has been allowed in the NEC for many cycles.

Figured as much, it looked like a PVC BOX to me at first.
