What article addresses the trimming of conductor wires?

Came across this today as part of a post-installation. They had 300.5.D.4 and 230.7 issues, as well.

I don't think that you'll find specific wording in the NEC that even addresses this installation.

If the ATS protected at 100A, then it should be ok.
Yes but that screws the next guy big time for no good reason. A 200 amp ats uses the same size generator. A non service rated ats after a 200 amp disconnect I could get behind taking the main panel since you're not throwing away all their capacity after the meter.

Even if you had a 200 amp ats you could put load shed modules in too. 100 amps is like saying you don't care about the customer's future
