Yes but that screws the next guy big time for no good reason. A 200 amp ats uses the same size generator. A non service rated ats after a 200 amp disconnect I could get behind taking the main panel since you're not throwing away all their capacity after the meter.If the ATS protected at 100A, then it should be ok.
