I have a situation where an inspector suggests I run a 4/0 seu under a carport unfused before the meter socket for a 200 a upgrade that I completed and and failed inspection. The question is ,Is the carport attatched to the house for 30 yrs w/ roof considered inside? Is it considered an overhang? Where can I find this documented?
Next, In art.230-24a, Can I get interpitation of exceptions 3 and 4?
On 1 hand the inspectors telling me the carport is not inside.
On the other hand he says I cannot have a drop @ 3' over the carport.
Note: This was a 30yr old service that I upgraded, ran the wire higher up above the carport where it existed. Here in Mont. co. Md ,residential inspectors do both framing and electric. Not like when I was in Fl. and failed 75% of my inspections. Boy do I miss that....
Thanks

Re: Code interpretation for seu

If you can stand on this carport I think he's right. If you can't stand on it how is the connection between the riser and overhead line accessed. I don't know about your area but in mine the utility company won't walk on roofs.

Exception No.3 applies to riser mast that goes up through the soffit and roof, and extends up above the roof so the overhead line can be attached to the conduit containing the service wire. The measurements given, limit the amount of wire that can pass over the roof and the minimum the wire can clear the roof by.

Exception No. 4 allows the overhead wires to be attached to the building, but does not allow the drop to pass over any part of the roof.
I picture a drop tied to a building just below the flat roof, or on a riser attached to the side or back of the building, even if it rises above the edge of the roof.

Edit to add: I consider the carport as being on the outside
