645.4 (3) Listed information technology equipment is installed.

Does this mean that non-listed information technology equipment is not installed?
I'm guessing not, as there are no listed IT card readers or cable trays etc....
Can a regular panelboard be installed in an 645 IT equipment Room?
Can listed IT equipment, that doesn't have other listing types be installed in a non-645 Room?

This is one of the many requirements that must be met in order to use the relaxed requirements of article 645. If the installation does not meet the requirements of 645.3 then the power will need to meet the requirements of Chapters 1-4.

Are you implying that a UL 60950-1 (Safety of Information Technology Equipment) listed piece of equipment is not as safe as other electronic equipment listed under a different UL category and thus is only allowed because of the leniencies of 645?

The NEC 645.4 seems to say that listed IT equipment is installed, but doesn't seem to say that non IT listed equipment can't be installed.

It is saying that the IT equipment MUST be listed in order to use the relaxed requirements of article 645. It does not say who must provide this listing, it could be by UL or any other listing agency that is acceptable to the AHJ. If all of the requireents of 645.3 are not met, then you do not have an "Information Technology Room" and you will need to meet the wiring requirements of NEC Chapters 1-4 which are more stringent than article 645. You may install any equipment that is acceptable to the AHJ, but you may only use article 645 IF the equipment is "LISTED" - see the article 100 definition of listed.
