200amp meter socket No disconnect mounted on a customer owned telephone pole. 4/0 SE cable for overhead service conductors comes inn the top of the meter. From the meter 3" pvc underground to the 200amp panel. With 4/0 URD cable. The URD cable has a reduced neutral of 2/0. Is this a code violation? The main bonding jumper is at the panel because there is no diso at the meter.

Sounds like it?s compliant - The metering is not considered service equipment (230.66), the service grounding just has to be made at any accessible point from the load end of the service drop to the service disconnect 250.24(A)(1), the pole is a ?structure? but it?s served rather than ?feeder or branch? so 250.32 isn?t used for it ? your case is utility service to the service disconnect. The underground service from the meter just has to be sized to accommodate the calculated load (230.31 & 250.24(C)), around here the service that?s not installed by the utility is spec?d by the utility for size and type and the pole would likely be utility owned.

I see two possible problems. (1) You state the underground is URD. Is this cable under POCO jurisdiction or the owners ? Actual URD is not a Code recognized wire and can not be used for wiring under NEC rules.
If the cable also carries another rating such as RHW then you would be o.k.
(2) If the underground cable is USE it is not allowed for any interior wiring and would need to terminate outside the building.
