I looked at a job today and need to add circuits to this electrical panel. The home is about ten years old. What are your thoughts on this install?

Pipe is a violation. Electrical is normally done after plumbing
Your solution is to disconnect all romex at top, fir out plywood so pipe is behind panel
Is this a service or feeder?
May need a bit more of cable at bottom

Unless mandated by an inspector I would say the owner won't want tg address the problem. Advise and proceed.

I discussed my concerns with the homeowner. I’m not sure how this even passed. However I do need to add to this panel and need to speak to the inspector before hand.

I was just curious what everyone’s thoughts were about this. Some people say since the pipe is over 6’2” it is out of the dedicated space. I personally think that’s wrong and any plumbing above an electrical panel is a violation

A lot depends on what you consider "normal". A lot also depends on who was there first. In my experience, we EC's are extremely concerned about issues like these whereas plumbers couldn't give a red rat's tail about the violation. IMHO, an EI might let this go if it didn't have a glued fitting right over the panel. That said, as a band-aid type of solution I would look into building some type of metal shroud over the panel and under the pipe to avoid the possibility of a leak in the pipe dripping into the panel. I don't know if MA issues inspection stickers after inspecting a job but if they do, I don't see any stickers on this panel.

Seemingly two separate issues. As I recall one of the issues involved was keeping the area above panels clear to allow for conduit entry, etc.
obviously not a major issue in this situation. Secondly foreign piping which can be addressed with a drip pan as goldstar suggests.
Agree, it should not have passed but of relative low concern.

Dedicated space is 6 feet above the panel.

I've had two situations like this in the past. On one, the inspector allowed the install only after a drip pan was installed under/around the pipe.
2nd was just last year when I had roughed in a house. I normally don't rough until the plumbers are through, and I thought they were through here as I had roughed the main level after they had finished. However they hadn't run their main line in the basement.
I had my electrical panel in the only possible location for it. When I went to make up the panel their main plumbing drain pipe was ran right over the panel. I contacted the EI and said have the plumbers move the pipe or no "pass" on my inspection. They moved the line!

Intumescent painted backboard.
Plumbing unacceptable location.
Protection for incoming cables from floor.
