Code question for flexible cords 400.12

In 400.12 the first sentence states “Unless specifically permitted in 400.10”. How is this interpreted? If I have a pendant cord supplying power to a bowling pin machine with twist lock disconnecting means and proper strain relief can the cord pass through a suspended ceiling? Does it meet 400.10(1)?

In my opinion, no matter what the use, the cord cannot pass through a suspended ceiling.
