Code question single pole breaker

Is it allowable to put two branch circuits under the same single pole 120v ac breaker? EI: 2 wires on one breaker.
 
as long as the breaker provides the proper oCP for each wire and the manufacturer shows the breaker to accept two wires (most do)
 
Home inspectors will flag this every time. I have purposely done this twice at a couple of my friends houses that were going to be inspected just to mess with the home inspector. I have had a few tell me this was "illegal".
 
you really want to mess with a home inspector, tell him he violated 70E for opening a panel without his PPE, and he risked life and death. Then explain his insurance may not cover him for doing unlicensed electrical work.
