No they can not as there is no such restriction.

You will want to take a look at 312.8 but do not stop reading at the first comma. Make sure you read the entire section.

The short story is you may use panels as raceways if there is enough room.

There is almost always enough room.
 
Iwire is correct. I know that I just recenlty got back in the wiring business (hung up the tools for 12 years working as an Engineer) - and one thing that I always remember was that joints in panels were taboo - but that is something the journeyman had always drilled in my head as an apprentice - so I'm not sure if the older code allowed it.

Anyone out there know if the older code always allowed joints in panels?

I have no real idea what the old code allowed.

That said I can not imagine that at any time it was not allowed by the NEC to make a splice in a panel board.

It would make no sense, what would the hazard be?

IMO it was just a personal preference of the ones you trained under.

I try not to have splices in new panel installs, to me that shows a lack of planing.

When doing retrofit work I don't even think about it, I just do it.
