Can anyone tell me where in the national electrical code, building code or OSHA, where it states that a building has to be dried in before an electrical rough in can be done?
 
I don't believe there is any code that specifically states that however, if the wiring methods employed are not wet location and rain is getting in on it then I suspect you can be called on it.

With NM cable most inspectors want a roof on and some sheathing as nm should not be installed in areas of wet location. A bit of a joke in some ways as I see EC's driving around with nm in the back of their pickups getting rain on.
 
Take a look in the definitions, Location, Dry. No problem roping a building not "dried in".

Location, Dry. A location not normally subject to dampness
or wetness. A location classified as dry may be temporarily
subject to dampness or wetness, as in the case of a
building under construction.

I don't see where the interior of a building under construction could be called a wet location.

I know there are locations where they want a building to be dryed in before any NM cable can be installed but I don't see any code justification for it.

Here is a quote from a UL paper dealing with flood damaged equipment that may be helpful.

In general, cables with PVC insulation and jacket can withstand immersion in clean water for a short period of time without being damaged as long as the ends are not immersed. If the ends of the cable are immersed for any period of time, however, the internal paper wrapping around the bare equipment-grounding conductor will absorb and transfer the water into the cable assembly. The water may then start degrading the insulation or possibly corrode the conductors. If the cable comes into contact with contaminated water, the contaminants may also act on the insulation or conductors. Over time, failures can occur.

So you guys would install recessed cans, panels, etc in a building that isn't dried in? :grin:

I know wiring is different but just another way to look at it.

I would and have installed panels and recessed cans in homes that were not dried in.

I do live in a desert though.;):)
