Code reference to the uses of Sealing Locknuts

Does anyone know what the Code says about the use of Sealing Locknuts for a raintight connection?
My situation is that I used a sealing locknut on the bottom side of a CT can and also on a Disconnect being fed from the top in an outdoor setting. My Inspector came and checked out my work with a fine tooth comb and said nothing could be found wrong and passed me. But...My Employer is making me go back and disassemble the whole thing and put Sealing Locknuts on the top of the can also.
I asked for a code reference to this application with the use of PVC as the feeder pipes and he couldn't tell me. Now I'm really confused as to my knowledge of the code and it's practical uses.

Sealing locknuts are UL listed under conduit fittings (DWTT) in the UL white book.

"Sealing Locknuts-Sealing locknuts are intended for use with rigid metal conduit and intermediate metal conduit with one sealing locknut in the outside or the inside and either an ordinary locknut or a sealing locknut on the opposite side of the enclosure for wet locations or liquid-tight applications."

For PVC fittings we use an "O" ring between the fitting and the side or top of a enclosure or a meyers hub, but I don't think you need one on the bottom of the meter as water doesn't run up hill.

Is the o-ring used with a pvc fitting(TA) approved for an entry in the top of a 3R enclosure outside?
I know o-rings come with Meyers hubs but I have'nt used them with other fittings.

The Sealing Locknut was used on the inside of the can with the PVC TA coming in from the top on both the CT can and the Disconnect. The feed was from a 12x12x6 Trough 12" above the Disconnect. Ive done this for numerous years with no problems until this one time with my Employer. But if it's not a practical way to seal moisture then why didn't my Inspector say something. He is one of the most highly recognized Inspectors in the Atlanta GA area?

But in any case, my Employer recommends using a Meyers Hub as you said instead from now on. It's frustrating for someone to tell you to do differant after the job is done and over with.

I use this "rule of thumb" with regard outdoor installations. On top above bussing - hub (Meyers or OEM). On top, no bussing (J-box) - sealing locknut. On side with bussing or no - sealing locknut. On bottom - standard locknut

Certain code requirements may modify this rule ie: bonding of services, fire pumps, etc.

The Code does not address sealing locknuts per se,
look to 370-15 (1999) for an overview.
