Anyone know the code section(s) that dictate receptacles over baseboard heat - both electric and hydronic?

There is nothing in the NEC that says you can not insatall a receptacle above baseboard heat, but every baseboard heat's instructions that I have ever seen say that you can not install them below a receptacle. So the only code section that I know of would be 110.3(B)

210-52 allows factory installed outlets to be a part of the heater and shall be permitted as the required outlet for the wall space used by the heater but cannot be on the heater circuit.
Also the fine print note alludes to what C3PO said.

I would add that C3PO is referring to electric heat. There is no restriction for receptacles over hydronic baseboard heating.

That is correct. I should have been more clear.
