No that would be a new one on Me as long as sized per 310.16

Copper, no. An EGC yes. At one time you could use the grounded conductor for equipment grounding at the appliance. This is no longer permitted. Many older installations used SE-U cable. This contained two insulated conductors and one uninsulated conductor. Now you would be required to use SER cable which has 3 insulated conductors and one uninsulated conductor.
