That seems reasonable...

Raceway.
An enclosed channel of metal or nonmetallic materials designed expressly for holding wires, cables, or busbars, with additional functions as permitted in this Code. Raceways include, but are not limited to, rigid metal conduit, rigid nonmetallic conduit, intermediate metal conduit, liquidtight flexible conduit, flexible metallic tubing, flexible metal conduit, electrical nonmetallic tubing, electrical metallic tubing, underfloor raceways, cellular concrete floor raceways, cellular metal floor raceways, surface raceways, wireways, and busways.
Still sure of your interpretation/definition of what a "raceway" is or is not?
What is the definition of a junction box?

It really doesn't matter what I say - or anyone here, for that matter.
You have decided that this is the way it is to be done, and you did it that way - code compliant or not.
Only your AHJ has the power to tell you to change it.
In my opinion, your installation is a violation.
Question answered.

Re: code violation or not ?

are not limited to seems to be the operative phrase which allows the ahj to decide what is or is not a raceway. I know I wont win this argument anyway but a fun discussion nevertheless. By the way a panel can be used as a junction box and its not homemade. Remember its a proper "raceway".It may also be properly used for splices per code.

Fun - yes; winning/losing - leave that to the pro sports teams :)

Absolutely an old panel can be used as a raceway, junction box, pullbox - whatever....just as long as a proper cover is attached , it is bonded as required, etc.

Re: code violation or not ?

All this talk about ?raceways? at the end of February and I have put my head phones on a day early. I will get to watch the cars go around the ?raceway? tomorrow not today.
