Code Violation? Series connected motor overload relays?

Is there anything in the code or just in general practice unacceptable about the following setup

breaker - overload relay - overload relay - motor?

I've got a breaker bucket in the main MCC with an overload relay in it powering a separate control panel for a motor with its own built in controls and protections. Is there anything unacceptable about this setup?

(Client wants a simple breaker in the MCC and is telling me this is an electrical code violation to have an overload relay going to another contactor.)

No violation, but to have duplicate protection is unnecesary. A standard breaker - not MCP - feeding the motor controller in the panel should be the normal way of feeding this equipment.

Certain protection cases, such as SIS instrumented controls, may require an other contactor, but not a full combination starter.

Why not just move the three wires coming out of the bucket and make him happy?
 
Is this a processor of sorts where the motors served are working in conjunction occasionally? I don't see anything wrong.
