code violations how many?

Here are some photos from my mom in laws in texas ..just outside austin in georgetown. She tells me there are not any permits or electrical inspections required. I would appreciate everybodys opinion on the violations they see including code sections. Here is background on the service . It is a 200 amp underground service meter and disconnect at pole no ground rod 3 wire (3)- 2/0 copper no ground wire. Mom was sold a new panel upgrade for new a/c unit she needed more spaces. New panel is shown in photos. The ground rod shown is being driven outside the room the panel is installed in and the bare gound wire shown in the photo is running out of the panel to the ground rod. Let me know what you guys think of that and the rest of the workmanship or lack therof.....i know what i think .....Let me know if you have any futher questions ....Thanks
 
The double pole breakers do not have the white wires reidentified as hot. There are no romex connectors where the wire enters the panel. I can only assume there is a main disconnect before the panel? It does not look like a back to back install. If so, the grounds and nuetrals should be separated. The right upper sleeve appears to have nothing running through it and should be plugged. No romex connectors in the panel. Also, the romex does not appear to be stapled...but can't say for sure. That will get you started.

I edited my previous post to late. Plus I re-read the OP. The grounds and nuetrals should definitely be separated since the disconnect is at a pole. It should be 4 wire from the disconnect and this is a subpanel. Where I am located, the ground wire leave the meter can to go to the grounding point(s). Though I understand that can vary from area to area.

That blue sticker on the bottom says Main Principal, I'm not sure but I think it is a fusable

pullout!! I also like the green tape on what I hope is the neutral.

That is a Square D Home Line panel with a 200 amp main breaker, it is "suitable for service equipment" . The wire with green tape is on the neutral lug.
 
bena ...that is not a fusible pullout( its a main breaker) and yes that green taped wire is the neutral and by the way no ground wire either........Thanks to everybody else who has chimed in so far i know there are more of you out there so lets hear from you guys.
 
how about the ground rod outside the room where the panel is installed. Thats where the gec you see is run to? is that how its done in texas ??? because here in florida it dont work like that.
 
The meter and dicso are pole mounted, right ? So a 3 wire service " was " legal until 2008.

So that GEC and grd rod to the neutral would be required for a service of this type.
 
ground rod or ground rods? 1 or 2? green tape on a grounded/neutral conductor is bad enough, but is that orange tape on a 120v ? orange tape on a high leg delta 208v or 277v wye -yes, but on a 120v resi install? POCO hooked up supply with no inspection , this is a first for me.:confused::confused: i dont even want to ask about the A/C disco or serrvice receptacle!;)
