Does there have to be a disconnect for a panel in residential. If so how many feet.

Assuming the panel is the service, then yes, a main disconnecting means is required (230.70) and if it's for a dwelling, it shall not be rated less than 100 amps (230.79(C))

Yes, there has to be a disconnecting means. But if you are asking if the disconnecting means has to be within residence, or whether the service panel has to have a main breaker, then the answer is no. If it is a single family dwelling, the disconnect could be on the outside wall, or wherever the meter is located. If it is an apartment building or a condo, then all the disconnects could be in one room, with each unit's panel being Main Lug Only.

So let me repeat George's question: Could you be more specific, and tell us what you are trying to find out?
