Codes regarding junction box panels

I am designing a UPS system for a bunch of protection relays and other controls.

The client wants to do what they have done in other buildings, which is to use a 100 amp panel in a separate building, with a 30amp breaker to feed the new UPS junction box in the mcc building with the relays and controls.

My question is, does the NEC say the new UPS panel must have a local means of disconnect, because its only a bunch of terminal blocks and fuses.

Also some of the controls are specified to have 30 amp fuses in the UPS box, and im wondering the limitations of upstream circuit breaker and downstream fused devices having the same over-current protections.

Are you asking whether a panel supplied by a feeder from a separate building needs a disconnect (in the fed structure)? If so, then yes: Articles 225.31 and 225.32.
