Cogeneration install relay protection

Does anyone here have any experience with Cogen units? This generator is typically inter-tied parallel with utility. Beckwith device are used for monitoring electrical parameters of the system between utility and cogen. The Beckwith device comes with 27, 59, 81, and 32 relays

I've seen many Cogens in NY, what is the process for filing? Must these plans be filed with Con-Edison?
Who determines the setpoint settings for the 27, 59, 81, and 32 relays? Is it the utility?

My experience has been the owner determines the settings and then submits them to the POCO for approval.

Even in the situations where the utility provides 'not to exceed' values they are to protect their systems and may not be the best for the customer's equipment, so someone needs to review them.

How does one determine the allowed setpoints? Are the limits constraint by the type of cogen used?
 
I've was involved with installing two of these CoGen systems in NYC. One in 2013 and one in 2023. The 2013 system just had heavy duty ConEd approved relays, the 2023 had full Beckwith control cabinets. I always assumed that the design came straight from the vendor like Capstone By RPS Systems. Are you working with a vendor?

It is not my design, I'm just reviewing the design for the building to make sure it's up to code before they install it. I'm just trying to figure out what their design intent is. They have a beckwith M3410A device with setpoints which they haven't explained how they got or if the plans are going to be filed. My understanding, correct me if I'm wrong, I think Con-Ed requires signed and sealed drawings for the system for their review? I subcontracted to Nooter (St Louis), and they built those" Nooter-Erickson" CO-Gens at the refineries like Exxon Linden and Mobile Paulsboro. If you are talking about producing large power, it's a huge planning process
