color code for fixture whips

I have an inspector who insists that the wire color within a luminaire fixture whip must match the branch circuit color coding of wires that the whip connects to at the junction box. The only reference I believe he may be trying to make here is with 210.5.c. Anybody run into this?

If that is a factory whip I don't see how he can expect you to change the ungrounded conductor. It's a factory assembly.
Also there is no color code in the NEC other than Green for equipment ground, white or gray for neutral and orange for the hi leg.
 
You may find varying opinions.
If you have a facility where 210.5 applies (more than one nominal voltage system) then you must have unique branch circulate phase identification. This is commonly accomplished by color code.
210.5 states the branch circuit shall be identified.
Art 100 identifies the branch circuit as:
Branch Circuit. The circuit conductors between the final overcurrent device protecting the circuit and the outlet(s).
and an outlet as:
Outlet. A point on the wiring system at which current is taken to supply utilization equipment.


so the question would seem to be is the outlet the j box or the fixture, in other words, does the branch circuit stop at the j box (by definition) or at the fixture.
