combination 3 phase and 1 phase panelboard

I am at a job where there is 1-600 A 3 phase panel board (delta high leg), 1-3 phase a/c panel ( 240/208/120v) and 3 single phase panels..(240/120 volt)
There are three single phase panels fed from the 3 phase main panel board that are using black wire for A phase and red as the "new" B phase. The a/c panel is a custom GE panelboard that has both a 120/240 volt single phase section and a 3 phase 240/208/120 v section.
The A & C legs of the single phase section is using black wire for A phase and red wire for C phase. The 3 breakers that are using B phase (208 to ground & neutral) are identified black/red/blue. Is this code compliant ?

I dont believe there is such a thing as a 240/208/120v panelboard.
