Does the combination type Arc Fault CI provide ground fault protection? That is, is it necessary to install a GFCI on an AFCI protected circuit where GFCIs are required (outdoors or unfinished basements)?

No, Combination type AFCI's do not contain class A GFCI protection. You will still need to put in GFCI protection to comply with 210.8.

Now AFCI technology does incorporate ground falut protection but it is in a higher trip threashold, around 30 to 50 milli amp range whereas Class A GFCI protection has a trip threashold of 4 to 6 milliamps.
