Combination PT-CT?

A friend is having some ahem minor work done on his residence. (As in moving the CBP's away from water pump etc. they were next to, and expanding them.)

He asked about the box on the floor. From here, it looks to me as if it must belong to PoCo as those seem to be flavor of combination PT/CT's used with a remote meter up and out. Am I correct?

To me it looks like just CTs, although there does appear to be wiring from the line terminal up to the meter for the voltage reading. No need for PTs on a low voltage system.

True, I spoke badly.
But you must have the V tap to know watts vs VA.
