Combo meter/farm panel grounding

what is the thought on grounding and bonding of meter/farm panel at a home with garage. A friend was telling me in his state you dont need a disconnect on your house as long as you have a main within so many feet of the house. Don't quote me, but I think its like 30 feet. This rule doesnt apply in my state. So, if you have the first means of disconnect at the pole,and the service is within so many feet of the home, then any power going to the home or the garage would be a feeder. You bond nuet to ground at the meter and then run a feed to the home. Lets say you pull a feeder to the house with a ground and you are within the grace length. Would you still drive a ground rod at the dwelling and bring the ground all the way into the main panel? I would still think 250.52 grounding electrodes, would apply. if you got em, you use em. Same thing with the garage, if you have a panel in the garage within so many feet of the farm panel, do you drive a ground rod? I think you would and then it would bond at the panel along with the equipment ground included with the feeder. He tells me they dont drive a ground rod at the house, so it kind of has me a little confused. What do you think?

Every structure fed with more than one branch circuit gets a grounding electrode (rod in this case). All structures need a disconnecting means as well.

hey guys, in this instance its a manufactured home. But what if you have a pole mount meter discount. It sits right next to the house, from the main breaker in the service you go underground to the house.
Article 230.70
Readily Accessible Location. The service disconnecting means shall be installed at a readily accessible loacation either outside of a building or structure or inside nearest the point of entrance of the service conductors. It does not say on the structure. If this is the disconnect and OC protection, how do you bond your grounding electrode conductors that are in the house. IE. Ufer ground, water pipe. After I am thinking about it, maybe they have a amendment that approves the disconnect to be within so many feet of the house and not on or in at the nearest point. Maybe I am just overlooking something, but I will keep searching.
