I have never heard comcheck before but I am assuming he is talking about energy code restrictions and there are no exceptions for track lights at least in my area.

If you put a current limiter on the track, you can normally use whatever value that limits the power to.

Nowadays in almost every state you pretty much have to use current limiters to pass energy code if you're using a lot of track. As stated earlier, you use the current limiter values when calculating your load. Make sure when you are sizing the current limiters to add 125% unless you're using Juno CL's (they already have it factored in) - not sure if any other brands do or not.
