COMMENT 0-0_399.12 wrong article

I'm looking for constructive criticism on the following, and if you think it is merited, support in the form of comments from you on 0-0_399.12. Thanks, Jim Williams

Outdoor Overhead Conductors over 1000 Volts.


399.12 Uses Not Permitted. Overhead conductors, over 600 volts, nominal shall not be permitted to be installed indoors.

5 Statement of Problem and Substantiation.

399.12 in 399 makes no sense, it is in an article that doesn't apply to indoors or 600V.

1) 399 is for outdoor conductors and 399.12 references indoors
2) 399 is for over 1000 Volts and 399.12 references 600 volts.

398.10 already restricts indoor voltage to to 600.

398 Open Wiring on Insulators
398.10 Uses Permitted.
Open wiring on insulators shall be permitted only for industrial or agricultural establishments on systems of 600 volts, nominal, or less, as follows:
(1) Indoors or outdoors
(2) In wet or dry locations
(3) Where subject to corrosive vapors
(4) For services
