commercial 200 amp sizing

I do almost entirely residential, so it's been a while for commercial. For a commercial 200 amp service for a local auto mechanic, I'm planning on using (3) 250 AL service entrance conductors in a 2 " PVC riser, and the point of attachment is the building. (Saving some money instead of using 3/0 Cu) Is it ok to use pvc pipe between the meter and panel instead of metal conduit? (opposite each other on the concrete wall) EGC #4 Cu. One 5/8 ground rod or two? Indiana. Do these sound ok? He presently has an old 60 amp service. Thank you.

PVC is fine. 250 Al and 4Cu egc good. Two ground rods if that's all you have to choose from,,,,, no building steel present?
Thanks, I will check for building steel. He is adding on to an old concrete block wall and wood framed roof building, so there may not be any steel. I will try to ask the local inspector, too. I'm assuming I will also need to run a # 4 Cu to a water line and gas line (if there is one.) His furnace is a used motor oil type.

4/0 aluminum can be protected by 200 amp breaker, but calculated load can not be more then 180 amps.

1/2 inch ground rod is acceptable if it is listed, unless you can prove the first rod has a resistance of 25 ohms or less you will need a second rod.

Gas line only needs bonded by the EGC of the circuit that may energize it. But if you happen to have CSST gas piping, that opens a can of worms for bonding requirements - and those are specific to the particular product being used more so then an across the board bonding requirement.
