Commercial and Residential T8 ballasts ?

I installed a commercial T8 ballast (in a commercial building) the other day, and I noticed the following statement in bold faced print on the instructions: FOR COMMERCIAL USE ONLY. NOT FOR RESIDENTIAL (CONSUMER) USE. The only difference that I could determine is that the commercial ballast is rated 120/277 and the residential is rated 120V. Probably the commercial is rated for continuous service. My question is what difference is there in the two ballasts that makes the commercial unsuitable for residential use?
 
The main problem is the amount of radio frequency interference produced by the electronic ballast. The limits for RFI emission are stricter for residential than for non-residential. There may not even be higher emissions, just an unwillingness to test to the higher FCC standards.
