Is there anywhere in the code that states a requirement for receptacles in commercial bathrooms? I only see requirements for dwellings. Thank you.

As Bob stated this is a design issue not a code issue. If you install them they can be on a 15 amp general purpose circuit.

I will add GFCI protection is required on any receptacles that are installed, but there is no general requirement to install any.
